Extract behavior-only hypr configs into base layer

Browse source 
animations, keybinds, workspaces, monitors, input, autostart,
windowrules, and defaults are layout/behavior files that should not
change between themes. Moving them to themes/base/ so dm always links
them regardless of which theme is active.
